Kerala Local Government and Service Delivery Project (KLGSDP), an external aided project (EAP), envisages establishment of a Decentralization Analysis Cell (DAC) in Gulati Institute for Finance and Taxation (GIFT), Thiruvananthapuram. In order to establish and staff the DAC in GIFT, the project proposes to engage following individual experts /specialists for the purposes and periods noted below.

Essential Qualifications:- Doctorate in Economics, with statistics as one of the subjects at graduate/PG level or Doctorate in Statistics with Economics as one of the subjects at graduate/PG level or Doctorate in Decentralisation /Local Governance/Local Government Finance/ Public Finance/Public Administration.
Experience:- 10 years’ of professional/academic experience in the collection, collation and analysis of fiscal, financial and social data in LSG/Government environment out of which 5 years must be in data management systems or research planning or management in Governance environment.
Remuneration:- Rs.45,000 (Monthly Consolidated)
Age Limit: - Below 45 years. Will be relaxed up to 5 years in deserving cases
2 Position: - Deputy Director (Policy Advisor)
Number of Vacancies : - ONE
Essential Qualification:- Doctorate in Economics, with statistics as one of the subjects at graduate/PG level or Doctorate in Statistics with Economics as one of the subjects at graduate/PG level or Doctorate in Decentralisation /Local Governance/Local Government Finance/ Public Finance/Public Administration.

Experience: - 10 years experience in service delivery improvement/program management in LSGs.

4 Position: - Computer Programmer
Number of Vacancies : - ONE
Essential Qualifications:- Qualifications:- B.Tech (CS) or MCA from a reputed institution
Experience: - Five or more years of experience in data analysis using computer programming. Experience working with domain structures, user authentication, and digital signatures.
Age Limit:- Below 35 years

5 Position: - Financial Management / Procurement Specialist

Working Experience: 3-5 years experience in data analysis and decision support systems.
Remuneration: Rs. 25,000/- (Monthly Consolidated)

8 Position: - Administrative Assistant
Number of positions: ONE
Essential Qualifications: First class Degree in Commerce / Economics or pass of CA/ICWA/CS.
Experience: Minimum 5 years experience in Office Administration.
Other skills: Skill in Drafting official correspondence, ability to work with minimal supervision essential.
Remuneration: Rs. 20,000/- (Monthly Consolidated)
